Changes

He was appointed by the Governor in May 2001 to fill the unexpired term of Marland Deen who resigned from office. A native of Portsmouth, Virginia, he graduated from Granby High School in Norfolk, VA and earned an AA and BS degree from Old Dominion University and Park College respectively. He completed graduate work at the Air Force Institute of Technology and Air War College. Commissioner Smith is married to the former Margaret Ann Wallace of Norfolk, Virginia. They reside in [[Waldorf, Maryland]].
