Allan (Al) R. Smith is the President and CEO of Al Smith Stamp and Seal Company, Waldorf, Maryland. He is also a motivational speaker and gives seminars on leadership, management, quality and patriotism. Prior to founding his own business, Commissioner Smith was the Air National Guard/Air Force Reserve Affairs Advisor to the Directorate of Supply, Deputy Chief of Staff Air Logistics, Headquarters United States Air Force at the Pentagon, Washington, D.C. He served as the Headquarters United States Air Force Deputy Chief of Staff for Logistics, Directorate Advisor to the Secretary of the Air Force Reserve Forces Policy committee for all logistics support issues and supply matters. He continues to serve on the DOD Committee for Employers Support for the Guard and Reserve. He retired from active duty as a Brigadier General in the Virginia Air National Guard with 30 years of military service.

Al is the Chairman of the Southern Maryland District for Boy Scouts of America and Vice-Chair of the Standing Committee on Budget for Charles County Board of Education. He is a member of the Charles County Chamber of Commerce, La Plata Rotary Club, American Legion Post 82, Special Olympics Volunteer and Patron, and Judge for VFW Voice of Democracy. He also is a member of Senator Barbara Mikulski's Service Academy Review Board and of the Maryland State Small Business Development Center Advisory Board.

He was appointed by the Governor in May 2001 to fill the unexpired term of Marland Deen who resigned from office. A native of Portsmouth, Virginia, he graduated from Granby High School in Norfolk, VA and earned an AA and BS degree from Old Dominion University and Park College respectively. He completed graduate work at the Air Force Institute of Technology and Air War College. Commissioner Smith is married to the former Margaret Ann Wallace of Norfolk, Virginia. They reside in Waldorf, Maryland.
