Thomas F. McKay was the President of the St. Mary's Board of County Commissioners from 2002 through November 2006. Mr. McKay did not run for re-election as Commissioner President in 2006 so that he could run for Maryland State Senator of District 29 against long-time incumbent Roy Dyson (D).

The following information is from McKay's biography that appeared on the St. Mary's County website during his tenure as Commissioner President:

"A St. Mary’s County native, Mr. McKay was born in Leonardtown, Maryland, and raised by his parents Manning "Manny" McKay and Marilyn McKay on the family farm in Hollywood, Maryland along with his three brothers and four sisters. He attended St. Mary's Ryken High School from 1970-1974 before earning a Bachelor’s Degree in Business Administration from the University of Maryland in 1979.

"Following his graduation from college, Mr. McKay joined the family grocery business on a full-time basis and was named General Manager of McKay’s Food and Drug Company in 1985 and Chief Operating Officer in 1999. In 1992 Mr. McKay became President of Woodburn’s Gourmet Market. In 1982 he was elected to the Board of Directors for the Mid Atlantic Food Dealers and elected Chairman in 1991. The Mid Atlantic Food Dealers serves more than 2,500 businesses throughout Maryland, Delaware, Northern Virginia, and the District of Columbia.

"Mr. McKay is an elected delegate to the Republican National Convention and serves on the Governor’s Critical Areas Commission for the Chesapeake and Atlantic Coastal Bays, the Maryland Association of Counties Legislative Committee, the Food Advisory Council, the Legislative Advisory Council to the Maryland Retailers Association, and is a graduate and representative of the College of Southern Maryland Executive Leadership Program. He is a member of the St. John’s Council of the Knights of Columbus, a charter member of the Hollywood Optimist Club, and a member of the SMC Chapter of Benevolent and Protective Order of the Elks Lodge.

"Mr. McKay is the father of two children, Eric, a recent graduate of Leonardtown High School, and Jackie, who attends St. Mary’s Ryken High School. They live in Hollywood and attend church at St. John’s Catholic Church."

Mr. McKay met with negative press in April 2006 when his son Eric was arrested for counterfeiting U.S. Currency. According to a statement received from the St. Mary's County Sheriff's Department, "Suspect [Eric] McKay, assisted by a codefendant, utilized a computer and color printer to reproduce United States Currency."
