Wayne Cooper, a resident of White Plains, Maryland, was elected to his first term as Charles County Commissioner in November 2002, and then appointed by the Governor as President of the County Commissioners in December 2004.

He filled the vacancy created by the appointment of Murray D. Levy to the Maryland House of Delegates. He serves on the Charles County Scholarship Fund, Inc., the CIVISTA Board of Trustees, the Lower Potomac Tributary Team, and the Maryland Association of Counties (MACo) Legislative Committee. Prior to his election as a County Commissioner, he served as an elected member of the Charles County Board of Education for six years.

First elected to the Board of Education in 1996, he served as Chairman of the Board for three consecutive years. He has more than 21 years of leadership experience as the Corporate Vice President of Waco, Inc., an environmental contracting company. He is Branch Manager of Waco’s Accokeek, Maryland, office and has an extensive background and licenses in management, construction law, asbestos issues, lead issues, indoor air quality contracting, and environmental safety.
