Thomas F. McKay was the President of the St. Mary's Board of County Commissioners from 2002 through November 2006. Mr. McKay did not run for re-election as Commissioner President in 2006 so that he could run for Maryland State Senator of District 29 against long-time incumbent Roy Dyson (D).

He is a member of the St. John’s Council of the Knights of Columbus, a charter member of the Hollywood Optimist Club, and a member of the SMC Chapter of Benevolent and Protective Order of the Elks Lodge.

Mr. McKay met with negative press in April 2006 when his son Eric was arrested for counterfeiting U.S. Currency. According to a statement received from the St. Mary's County Sheriff's Department, "Suspect [Eric] McKay, assisted by a codefendant, utilized a computer and color printer to reproduce United States Currency."
